It has been noted in the press the Head of the Royal Government is in dismay two days ago over the degree of credibility of judicial impartiality and guaranty in Cambodia court. To be fair he does not have to even personally handle this since he has two of the most ably Co-Deputy Prime Ministers HRH Prince Sereivuth and H.E Sar Kheng in charge of such topic.

Constitutionally H.E Hun Sen may deem his rights to be true prime ministerial and hands free. If this to broadcast his directive to crack down the corrupted system and real root cause then let it be for all ministries under his charge. But clear timeframe and expectation must be given to help further his vision.
According to: Chapter VIII

  • article 99: “the council of ministers shall be led by one Prime Minister assisted by Deputy Prime Ministers ,and by State Ministers,Ministers,and State Secretaries as members (approximately 300) and,

  • article 102- verse (2): ” each member of the Royal Government shall be individually responsible to the Prime Minister (office) and the Assembly (chamber) for his /her own (duly and officially) conduct and,

  • article 105:”The Prime Minister shall have the right to delegate his power to a Deputy Prime Minister or to any member of the Royal Government.



It appears good and hopeful. However,please note there is one colossal problem in view of article 102 ” appearance of dual role, which may present its own moral impedement and ethical inability to impartially evaluate any questioned conduct of the Royal Government Members.

Simply how many out of Council of Ministers of 300 are not actually and actively the present Assembly Members of123 lessened of 23 opposing?

The true 20/20 accuracy and accountability of the answer may rest with both Prime Minister and President of the Assembly III of the Kingdom II.

My observation in retrospect this may be relevant to mirror out the emergence of H.E Sar Kheng popularity among CPP and others, Prince Sereivuth past vendettas against Mr.Hun Sen,and unexpectedly Samdech Chea Sim out of the country? Or may be the ousted Mr.Sam Rainsy befriended with Prince Sereivuth prior to 1995 purgery?

Other point it may not have anything to do with H.E Hun Sen being an avid Khmer chess of strategy Chatok Rang player in his leisure time. It has been known most Europe great leaders were known to have chess apprenticeship and talent. Practically Chess enables player to setting strategic plot ahead even in real time,battles, or political.
