UN's Not Sincere Intent Infringed Cambodia Territorial
Sovereignty

message: For the past 50 years, Cambodia membership seat at UN shifted
from one regime to another. Each shift affected Cambodia ability in
defense or security and self respect. Post colonial rule, the 1954 Geneva
Conference, the 1973 US Cold War Domino Accord, and then the latest
1991 Paris Accord entrapped Cambodia from raising its army at its own
prerogative. Every Accord signed between Cambodia and other signatory
nations, it never failed its framed perimeter to lock in Cambodia ability in
own defense. The same infringement applied on past and current regime
not to raise army beyond UN's wrath. This appears bias and odd in UN
conducts since France put a curse on Cambodia self liberation in 1954.
Why this happening to and only Cambodia?  Why Cambodia leaders allowed
UN from granting the same right as its neighbors?  

The neighboring Thailand is not only exceptional but permissible to
increase its army at will. From late 1800 it seemed at ease since it had
gotten much from Napoleonic France in one big shot deal accord to annex
Khmer land and people. After UN creation it was not only a privileged
ally of SEATO but exclusive bilaterally US military ally in case of
emergency. During the same time, France legally acknowledged on papers but
it went ahead with its arbitrarily cessation of Khmer land to Viet Nam
control in shielding its humiliated defeat in Dien Bien Phu. Not only
that Viet Nam can raise its army as the fifth largest in the world with
plenty of aids from former USSR, China, and US whom all are the UN
principal conductors. No question from UN Permanent Security Council.

To clear Viet Minh from Cambodia after 1954 Geneva Conference if it
wasn't for the militias his regime ever lasted until 1970. Meanwhile
Viet Minh avenged him by agitating the rebels in Samlaut-Wai Chap to hold
his regime hostage once again in late 60's. Again if it wasn't for
the militias Battambang would have been ceded to rebels since. In 1970,
at Sihanouk premeditated intent, Cambodia had lesser than ten thousands
old and poor equipped army to fight hundreds of thousand well trained
and equipped Viet Cong plus South Viet Nam disguised infiltrators.  From
all these, former and present rulers never learned from such fatal and
suicidal mistake in the 60-70's when push comes to shove with
neighbors.

Lok Soth Polin's Ligne de Brevie piece in Angkorborei News invokes
our deep thoughts in witnessing Cambodia leadership habitual introvert
and passive aggression demeanor via internal bickering. Lessons learned
from his views while Cambodia leaders preoccupied with their ill
endeavors, foxy France ceded our rightful ownership to Yuon or Siam or Lao
without a flinch to our nationalists protest. Undeniably we were our own
worst enemies. Other hand French or neighbors seemed to know Khmer
leadership especially monarchy plus the surrounding elite's intellect and
weakness very well then. They disrespected us, Khmers, profanely.

From this and evermore, Cambodia may have to learn to be extrovert,
self assured demand and respect through its national discipline, and
strong governance morality to oblige UN or others respect. Naturally as a
person, one must be physically and mentally fit to confront obstacle so
does the government. But now let us put personal alignment of belief and
politic aside for a moment and try to search self deep reflection
why do we have to struggle for so long to be respected Let's search
for alternative that each of us can do in part to help redeeming self
respect and dignity for our nation.
