Cambodia inherits new royalty brand infights and inability to safeguard its territorial and sovereign integrity since the 17 th century onward. People swallowed pride in submission in optimism that the flawful monarchy can redeem himself with good precedences for the second King and the nation. Amidst differences, people reinstituted the defunct monarchy to re-assume critical and vital role in accordance with the UN recognized 1993 Constituton.

Obscuredly in accordance with the Constitutional provision, people still gamble with the inexperienced scond King that he can resolute the past crisis and problems to restore nation morale and confidence.

*Article 8- The King of Cambodia shall be a symbol of unity and eternity of the nation. The King shall be the guarantor of the national independence, sovereignty, and territorial integrity of the Kingdom of Cambodia, the protector of rights and freedom for all citizens and the guarantor of international treaties.

How serious the King see to it? People constantly raise the issues and problems but the first King of Kingdom II seemed inept and incapable all these times. Most matters including the so called Co-Chin land cessation was at his hands but chose to put off and done nothing in term of dispute in international court or UN security council agenda.

*Article 9- The King shall assume the august role of arbitrator to ensure the faithful execution of public powers.

*Article 19- The King shall appoint the Prime Minister and the Council of Ministers according to the procedure stipulated in article 100.

What did the first king do in this regard beside set precedence for world record for the first time in the world government history to have two Prime Ministers running same government of his lotus Kingdom II.

He was the first monarch to encourage amendment in the Constitution to fit personals.

*Article 18- The King shall communicate with the Assembly by royal messages. These royal messages shall not be subjected to discussion by the National Assembly.

*Article 20- The King shall grant an audience twice a month to the Prime Minister and the Council of Ministers to hear their reports on the State of the Nation.


In both, how often the first king really had the sensible communication with the Legislative and the Administrative? This may need to be publicly broadcasted for the benefit of taxpayers and voters.

*Article 21- Upon proposals by the Council of Ministers, the King shall sign decrees (Kret) appointing, transferring or ending the mission of high civil and military officials, ambassadors and Envoys Extraordinary and Plenipotentiary. Upon proposals by the Supreme council of the Magistracy, the King shall sign decrees (Kret) appointing, transferring or removing judges.

Did this ever happened or set precedence of enforcement?

*Article 26- The King shall sign and ratify international treaties and conventions after a vote of approval by the National Assembly.

Old and new treaties needed to be reviewed with legal experts and advisors to assure the transparency and national interest in accordance with the Constitution.

*Article 28- The King shall sign the law promulgating the constitution, laws (Kram) adopted by the National Assembly and sign decrees (Kret) presented by the council of Ministers.

How many times the first King ever took this duty seriously? Every crisis he irresponsibly passed down the bucket to one level below him for signatory.

History remains to judge the second King with much anticipation and patience.The world is curious if he can be more resolute and task oriented than his predecessor.People still want answer.
