Foreigners cant buy Cambodian ID

In RFA Khmer transcript 20/3/05 headlined " Foreigners cant buy Cambodian ID to be Khmer national " Samdech Ta made a startling revelation quote I never hate our neighbors Thai Lao or Vietnamese.I have even had a Vietnamese nanny for my infant son, a Vietnamese cook, a Vietnamese barber in the 60's in addition to my assistance to
Northvietnamese and vietcong to fight the US imperialist.unquote. Was that a nest of vietnamese spies in the guise of domestic staff in Chamcar Mon .If that was so, the 1970 coup was vindicated and hadn't we all suffered the dire consequences after all?
